My number card is a card equipped with a face photo and an electronic certificate function using an IC chip.  (Individual Number Card is called My Number Card in Japan)There is also an advantage that only those who have an Individual Number Card can receive it, so if you start living in Japan, please try to make an Individual Number Card.

What is My Number Card?

My number is a 12-digit number assigned to people living in Japan.  Foreigners are also assigned to all people when they register their address in Japan.  My number card is a card that has the function of an electronic certificate by converting the 12-digit number into a card equipped with an IC chip. There is no problem if you do not have an My Number Card, but it may be convenient to have an My Number Card, and the range of use will continue to increase, so I think it will not hurt to issue it.  Also, there is no cost to issue.

Official documents can be issued at convenience stores

Those who have an My Number Card can issue official documents with a copy machine at a convenience store such as SEVEN-ELEVEN or LAWSON etc.

Documents that can be issued

• Hanko Seal registration certificate
• Tax payment certificate, etc.

Normally, official documents cannot be issued until you go to the city hall and wait a long time, but if you have your My number card, you can issue official documents at convenience stores all over Japan.

Can be used as an ID card

My number card can also be used as an ID card.  If foreigners live in Japan, a residence card will be issued, but by 2023, the function of a residence card will be added to the My number card.
Please note that as of July 2021, you must have a residence card.

Can be used as a health insurance card

A health insurance card（健康保険証 / けんこうほけんしょう） held by all Japanese and foreigners with a status of residence.  From the fall of 2021, the function of a health insurance card will be added to the My number card.  Currently, demonstration experiments are underway in some areas for introduction nationwide.

You will need to switch your health insurance card when you move or change jobs, and you will have to spend time without your health insurance card during the switch.  Not having a health insurance card means that you have to pay the full amount of medical expenses, albeit temporarily.  (If you show your health insurance card at the medical institution window, you only have to pay 30% of the medical expenses.)

If you have an My number card, you can use it as a health insurance card when you move or change jobs, so you do not have to temporarily reimburse medical expenses or pay the full amount of medical expenses.

In order to issue an My number card, you must apply by yourself. There are two types of application methods (mail or online), but this time I will explain the online application method.

Please have your notification card handy

The notification card is a green paper that you will receive by mail from the local government two weeks to one month after you register as a resident in Japan.

Receive a email

An email will be sent to the registered email address to authenticate your device and browser. (in Japanese)
Please access the URL in the email and proceed with the application procedure.

Receive issuance notification

After completing the online procedure, you will receive a notification of issuance by mail from the local government one to two months later.
The document tells you to specify the place to pick up the My　number card and reserve the desired date and time to pick it up, so go to the city office on the day you can pick it up.

Get the card

You will receive a notification from the city hall about one month after your application is completed.  The notification will indicate where you can receive your My number card.  You can pick up your My number card at the reception counter of the city hall, so make a reservation for the desired date and time and go to pick it up.

When you receive it, set two PINs. One is a 4-digit PIN (called a user certificate PIN) used when issuing official documents at convenience stores.  The other is the PIN for signing the digital certificate (called the digital certificate PIN for signing) that is required when proceeding online.  I don’t think you’ll ever have a chance to use a PIN for a digital certificate right now, but make a note of it somewhere so you don’t forget it.

Issue documents at convenience stores

Take the My number card you received at the city hall and go to the convenience store.

Operate the copier

Since it has a language switching function, it can also be used in English. The display screen differs slightly depending on the model of the copier, but the procedure is the same.

Enter the password

Enter the PIN code you set when you received the My number card.
