Procedures required when moving in Japan
There are at least seven procedures required. If you have children, you will need to do more procedures, but here I I I will explain only the minimum required procedures that everyone must do.
How to lower the moving fee in Japan with a little effort
Certificate of Residence
First of all, it is the procedure to change your address notified to the municipality. There are two steps required to change your address.
The first step is the moving (or moving-out) procedure performed at the city or ward office of your current address. (If you move to the same city or ward as your current address: moving notification. If you move out of the city or ward as your current address : moving-out notification.)
The second step is the moving-in procedure performed at the city or ward office of your new address. Please complete both procedures within 2 weeks before and after moving.
Probably, there is no non-Japanese form for the moving-notification（転居届：てんきょとどけ） or move-out notification（転出届：てんしゅつとどけ）. ※If one sheet of paper serves as both a moving-notification or move-out notification and move-in notification, it is called a resident transfer notification（住民異動届：じゅうみんいどうとどけ）. The format depends on the municipality.
To fill up, use the camera function of Google Translate or ask the person at the counter. The moving notification (or move-out notification) serves as an application to inform the municipality that you are moving.

After submitting your moving notification(or move-out notification) to the counter, wait for a while and a move-out certificate will be issued. Get your move-out certificate at the counter and go home .If you move in the same city or ward as you are current address, a move-out certificate will not be issued. Submit the moving notification to the counter and you’re done.

When you move, you also need to change your National Health Insurance.
When handing the document to the reception staff, please tell them that you are moving-out. At the same time, please give the National Health Insurance card to the reception staff.
If you are moving to the same city or ward as your current address, this procedure is not necessary. As same as the move-out notification, many local governments do not have a form other than Japanese, so use the camera function of Google Translate to fill up, or ask the person at the counter.

Go to the municipality office where you are moving to and fill in the required items on the move-in notification provided at the counter. Submit the completed form and certificate of move-out to the counter to complete the address change procedure.
After completing the move-in procedure, go to the reception of National Health Insurance and receive the National Health Insurance card to complete the move-in procedure.

Electricity services
Next, I will introduce the lifeline procedure. If you forget to contact lifeline company in the area where you currently live , you will be charged the usage fee for your old residence even after you move. Let’s finish the procedure so as not to forget it.

If you are using a mobile Wi-fi router, especially procedure is not required, but if you receive an bill by mail, submit a move notification to the post office and change the address registered for the service.
